Most accounts are set to optimize for clicks, or for a soft conversion like a page view or a form start. The account looks busy and the reports look full, but the number the owner cares about, the cases signed, the jobs booked, and the appointments kept, is invisible inside Google. So the machine bids toward whatever is cheap and plentiful, which is rarely the person ready to spend.
The fix is not a clever bid strategy on top of a broken signal. It is repairing what the account measures first, then letting the bidding chase real outcomes. We wire calls, forms, chats, and the booking system into the account, feed the outcomes and their value back in, and only then scale.
Get the signal right and the same budget starts buying better customers.
